OK, stop using the treats as bribes, use them as rewards. The difference is that he doesn't get to see the treat until he's earned it - it stays in your pocket or concealed in your hand. Use tiny treats without a strong odor (popcorn and cat kibble work well) so they are easier to hide.
Put him on a leash. Give him a command that he "knows", he will ignore you. Give a collar correction to make him listen along with a "wrong, (command)". As soon as he does it (i.e. you tell him to sit, as his butt touches the floor) shove a treat into his face and throw a party ("yes! good! WHAT a good dog! Good sit! Good sitting! Wow! What a GOOD dog you are!.") with lots of verbal praise and petting. Use the same word first every time (I use "YES!") so that you can "mark" the correct behavior easily - that word is like taking a picture of whatever your dog is doing and labeling it "good and worthy of treats and praise."
and also Try to get him to do the tricks with the treat in hand or visible, but only reward him for the ones you want him to do that he does. Once you get that under control, try it without. If he does it, make sure he knows that you really liked that he did it. If he doesn't, ignore him and walk away. Do not get angry with him.
